Read Buhari’s full speech at UN’s 72nd session

  • #NigeriaUNGA17: STATEMENT DELIVERED BY HIS EXCELLENCY MUHAMMADU BUHARI, PRESIDENT OF THE FEDERAL REPUBLIC OF NIGERIA AT THE GENERAL DEBATE OF THE 72ND SESSION OF UNITED NATIONS GENERAL ASSEMBLY, IN NEW YORK, ON TUESDAY, 19 SEPTEMBER 2017

Mr. President,
Fellow Heads of State and Government,
Mr. Secretary-General,
Distinguished Delegates,
Ladies and Gentlemen,

On behalf of my country, Nigeria, I congratulate you Mr. President on your election and Mr. Gutteres on his first General Assembly outing as our Secretary-General. I assure you both of my country’s solidarity and cooperation.

You will indeed need the cooperation of all member States as we are meeting during extra-ordinarily troubled and dangerous times. Let me also thank former Secretary-General Mr. Ban ki Moon for his service to the United Nations and wish him peaceful retirement.

Mr. President, The previous year has witnessed many far-reaching developments. Some of the most significant events include the Iran Nuclear Deal, the Paris Climate Change Agreement and, of grave concern, the North Korean nuclear crisis.

I must also commend the UN’s role in helping to settle thousands of innocent civilians caught in the conflicts in Syria, Iraq and Afghanistan. In particular, we must collectively thank the Government of the Federal Republic of Germany under the commendable leadership of Chancellor Angela Merkel and the Governments of Italy, Greece and Turkey for assisting hundreds of thousands of refugees. In an exemplary show of solidarity, the international community came together within my own region to assist the countries and communities in the Sahel and the Lake Chad regions to contain the threats posed by Al Qaida and Boko Haram.

We thank the Security Council for visiting the countries of the Lake Chad Basin to assess the security situation and humanitarian needs, and for pledging assistance to rebuild lives and livelihoods. Indeed, in Nigeria we are providing relief and humanitarian assistance to millions in camps and those afflicted by terrorism, drought, floods and other natural disasters.

In the last year, the international community came together to focus on the need for gender equality, youth empowerment, social inclusion, and the promotion of education, creativity and innovation. The frontiers of good governance, democracy including holding free and fair elections, and enthronement of the rule of law are expanding everywhere, especially in Africa. Our faith in democracy remains firm and unshaken. Our regional organisation ECOWAS came together to uphold democratic principles in The Gambia – as we had done previously in Cote D’Ivoire.

Through our individual national efforts, state institutions are being strengthened to promote accountability, and to combat corruption and asset recovery. These can only be achieved through the international community cooperating and providing critical assistance and material support. We shall also cooperate in addressing the growing transnational crimes such as forced labour, modern day slavery, human trafficking and cybercrime. Mr. President, These cooperative efforts should be sustained.

We must collectively devise strategies and mobilise the required responses to stop fleeing ISIS fighters from mutating and infiltrating into the Sahel and the Lake Chad Basin, where there are insufficient resources and response capacity is weak. This will require strong UN cooperation with regional organisations, such as the African Union, in conflict prevention and management. The UN should continue to take primary leadership of the maintenance of international peace and security by providing, in a predictable and sustainable manner, adequate funding and other enablers to regional initiatives and peacekeeping operations authorized by the Security Council. Mr. President, New conflicts should not make us lose focus on ongoing unresolved old conflicts. For example, several UN Security Council Resolutions from 1967 on the Middle East crisis remain unimplemented.

Meanwhile, the suffering of the Palestinian people and the blockade of Gaza continue. Additionally, we are now confronted by the desperate human rights and humanitarian situations in Yemen and most tragically in the Rakhine State of Myanmar. The Myanmar crisis is very reminiscent of what happened in Bosnia in 1995 and in Rwanda in 1994. The international community cannot remain silent and not condemn the horrendous suffering caused by what, from all indications is a state-backed programme of brutal depopulation of the Rohingya inhabited areas in Myanmar on the bases of ethnicity and religion.

We fully endorse the call by the Secretary-General on the Government of Myanmar to order a halt to the ongoing ethnic cleansing and ensure the safe return of the displaced Rohingya to their homes in safety and dignity. In all these crises, the primary victims are the people, the most vulnerable being women and children. That is why the theme of this session: Focusing on People: Striving for Peace and Decent Life for All on a Sustainable Planet” is most apposite.

While the international community grapples to resolve these conflicts, we must be mindful and focus on the widening inequalities within societies, and the gap between the rich and the poor nations. These inequalities and gaps are part of the underlining root causes of competition for resources, frustration and anger leading to spiralling instability. The most pressing threat to international peace and security today is the accelerated nuclear weapons development programme by North Korea.

Since the Cuban missile crisis of 1962, we have never come so close to the threat of nuclear war as we have now. All necessary pressure and diplomatic efforts must be brought to bear on North Korea to accept peaceful resolution of the crisis. As Hiroshima and Nagasaki painfully remind us, if we fail, the catastrophic and devastating human loss and environmental degradation cannot be imagined. Mr. President, 18. Nigeria proposes a strong UN delegation to urgently engage the North Korean Leader. The delegation, led by the Security Council, should include members from all the regions.

The crisis in the Korean peninsula underscores the urgency for all member states, guided by the spirit of enthroning a safer and more peaceful world, to ratify without delay the Treaty prohibiting nuclear weapons, which will be open for signature here tomorrow.

Mr. President, I end my remarks by reiterating Nigeria’s abiding commitment to the foundational principles and goals of the United Nations. Since our admission as a member state in 1960, we have always participated in all efforts to bring about global peace, security and development. Nigeria will continue to support the UN in all its efforts, including the attainment of the 2030 Agenda for Sustainable Development.
 I thank you.

President Buhari Said That Nigeria Must Feed Itself

  • President Muhammadu Buhari on Tuesday in Kaduna inaugurated Africa’s biggest hatchery and feed mill constructed by Olam Grains at the cost of over 150 million dollars.

Buhari, who inaugurated the company, had his speech read by Minister of Agriculture, Dr Audu Ogbeh.

He described Olam as one of the largest agro-based companies in Africa and the biggest poultry investment in Nigeria. “We participated in the event because it is clear evidence that economic growth is taking place especially in the agricultural sector,” he said.

“It is in this connection that we must be able to feed ourselves from what we grow and grow what we eat before we can comfortably turn our attention to many other key concepts of our daily life.’’ The aim, he said, was to ensure that Nigerians have access to food, better life, and better hope for their future.

According to him, the inauguration of the company is a testimony that growth is serious and lasting growth is taking place in the economy. The president stressed that with Nigeria exiting recession, the country has become a safe haven for investors.

He said the establishment of the company was a testimony that the country’s agricultural policies were working. The president said the Federal Government has in the last two years made agriculture a profitable venture in Nigeria, attracting investments from within and outside the country. He noted that new jobs were being created daily for the teaming youth and the economy has started booming again due to policy intervention in the agricultural sector which focused on internal growth and ending food imports.

“We have achieved so much in reducing rural-urban drift, we are beginning to witness reverse migration from the city to villages to engage in agriculture,’’ he added. He challenged the company to patronise local maize farmers to encourage sustainable growth.

This he said, was necessary to build capacity of local people, create jobs, ensure wellbeing of the people and reduce crime. On his part, Gov. Nasiru El-Rufai of Kaduna pledged that his administration would continue to encourage investors through favourable policies.

He advised political office holders and civil servants in the state to embrace farming. The governor stressed that the establishment of the company in the state create thousands of jobs through the value chain.

The company would employ 8,000 Nigerians and 200 veterinary doctors, and hatch 1.6 million day-old-chick weekly. It will process 180,000 tonnes of corn and 75,000 tonnes of soya beans to produce 360,000 tonnes of animal feeds yearly.

BREAKING NEWS: Buhari orders Service Chiefs to tackle IPOB’s secret army, Boko Haram, others

  • Chief of Defence Staff, Abayomi Olonisakin, has revealed that the issues of the alleged Secret Service of the Indigenous People of Biafra (IPOB), Boko Haram menace and the various security threats plaguing the country were among what was discussed at the closed-door meeting between President Muhammadu Buhari and the Service Chiefs.

He said President Buhari has given some directives including tackling the threats, which, he said, would be carried out by the military and the security agencies soon. Recall that a video recently in circulation captured Nnamdi Kanu inspecting a uniformed group said to be Biafra’s Secret Service (BSS).
Nnamdi Kanu and Biafra Service
The meeting between President Buhari and the national security council lasted three hours at the President’s residence in Abuja. Olonisakin said that Buhari was briefed on issues such as Biafra agitation, Boko Haram, kidnappings and quit notice.

“We have been meeting with Mr. President for the last three hours. We updated him on all security issues around the country, within the country and outside the country, where our troops are.” “Of course, we have just updated him because he is aware of what’s been happening.

He has been receiving regular briefings from the acting president and he has also been going through the print media and electronic media to follow the happenings in the country. “After the meeting, he has directed on some areas we should look at so as to enhance our operations in the country.”

“The issues of security, every security threat, all security threats were treated one after the other ranging from terrorism to kidnapping, herdsmen/farmers clash, to IPOB issue.” “In his address to the nation, he talked about the unity of the nation which is non-negotiable.

We have all been fully instructed to ensure that that directive is carried out to the letter,” he said. “We are going to enhance our operations in all the areas we need to do that. Like I said, he has given the necessary directives which will be carried out by the military and the security agencies.”

Those who attendedthe meeting were all the service chiefs, National Security Adviser, retired Maj.-Gen. Babagana Monguno and Director-General, Department of State Security, Alhaji Lawal Daura. The Service Chiefs at the meeting were the Chief of Defence, Gen. Gabriel Olonisakin; Chief of Army Staff, Lt. Gen. Tukur Buratai; Chief of Air Staff, Air Marshal Sadique Abubakar; and Chief of Naval Staff, Rear Admiral Ibot-Ete Ibas.

“Mr. Fayose never said he would commit suicide if the President returns to the country. “It is the creation of the APC. It is their style to create such falsehood?”

Just In: President Muhammadu Buhari returns today

  • RESIDENT Muhammadu Buhari is expected to return to the country later today, after receiving medical attention in London.

“He thanks all Nigerians who have prayed ceaselessly for his recovery and well-being since the beginning of the health challenge.” Yesterday President Muhammadu Buhari received General Overseer Worldwide Redeemed Christian Church of God, Pastor Enoch Adejare Adeboye, at the Abuja House London.

Mr Femi Adesina, the President’s Special Adviser on Media and Publicity, made this known on his Facebook page in Abuja on Friday. Adesina also posted some pictures showing President Buhari and Pastor Adeboye during their meeting.

Recalled that the Archbishop of Canterbury, Justin Welby, had on Aug. 4, paid similar personal visit to President Buhari at Abuja House, London, where he expressed delight over the president’s rapid recovery. Archbishop Welby said he was delighted to see the rapid recovery President Buhari had made from his health challenges, noting that it was “a testimony to the healing powers of God, and answer to prayers of millions of people round the world.’’ The cleric pledged to continue praying for both President Buhari and Nigeria. Welby also paid a goodwill visit to President Buhari in March this year, during his medical vacation.

It would be recalled that President Buhari on Thursday granted audience to Senate President Bukola Saraki and Speaker Yakubu Dogara who visited him at the Abuja House in London. More so, Senate President Bukola Saraki said he “confidently looks forward” to President Buhari’s “imminent return home”. In series of tweets on Thursday night after meeting Buhari in London, along with Speaker Yakubu Dogara, Saraki reported his impressions of the president’s health and gushed over his remarkable recovery.

“We must give thanks to God for this highly welcomed recovery. It is clear that Mr. President’s insistence on following his doctors’ advice has yielded the desired results”, he tweeted. “Mr. President exhibited remarkable recovery and was very conversant with all the political happenings back at home and across the continent. “In particular, we talked about the Virement request by the Presidency which is before the National Assembly.

“We then considered the steps to be taken in the preparation of the 2018 budget to ensure its early passage. “International issues were also discussed and Mr. President informed us that he has conveyed his sympathies to the people of Sierra Leone”, Saraki said. Speaker Yakubu Dogara has also remarked about President Buhari’s remarkable improvement, healthwise.

“Today we visited His Excellency, President Muhammadu Buhari. I am glad that he is doing well”, Dogara Tweeted. “His health has improved tremendously. I urge all Nigerians to continue to pray and offer thanks to God for answered prayers and for the safe return of Mr President,” Also while receiving the presidential media team, and the Senior Special Assistant on Diaspora Matters, at Abuja House, London, on Saturday President Muhammadu Buhari told his visitors that there was tremendous improvement in his health and that he wished to return home, “but I’ve learnt to obey my doctor’s orders, rather than be the one issuing the orders. Here, the doctor is absolutely in charge.”

Alhaji Lai Mohammed, Minister of Information and Culture, led the visiting team, accompanied by Mr Femi Adesina, Special Adviser on Media and Publicity; Mallam Garba Shehu, Senior Special Assistant on Media and Publicity, and Lauretta Onochie, Personal Assistant on Digital/Online Media. Also there was Mrs Abike Dabiri-Erewa, Senior Special Assistant on Diaspora Matters.

When the team expressed delight at the much improved health of the President, he retorted: “I feel I could go home, but the doctors are in charge. I’ve now learnt to obey orders, rather than be obeyed.” On how he felt hearing different conjectures about his health, an amused President Buhari said he followed events at home closely, lauding Nigerian television stations, and the media generally, for keeping him informed.

BREAKING NEWS: Anxiety mounts over departure of Presidential jet from London

  • THERE was speculation Tuesday night that the Presidential jet in London departed the country perhaps to Nigeria which caused tension within the Presidential Villa, Abuja.

But the media team of President Muhammadu Buhari denied knowledge of such thing, saying that it should be taken as rumour as there was no information available to them suggesting that the President had left London where he is on medical vacation.
Recall that President Buhari had left the country on 7th May to see his doctors in London, the United Kingdom and had handed the button of leadership to the Vice President, Prof. Yemi Osinbajo to act on his behalf.
However, there have been insinuations in some quarters that the President’s health had recorded a remarkable improvement that would warrant him to return to the country soon.
The speculation about the President’s return was rife Tuesday when some sources in London had claimed that Mr. President’s aircraft had taken off from there to Abuja even as it was reported that some staff at the Presidential Villa had been on standby since Monday.
But when Vanguard sought the confirmation of the alleged departure of the Presidential aircraft from London from the Senior Special Assistant to the President on Media and Publicity, Garba Shehu, he said he was not aware of such development.
Also in denial of any knowledge of the alleged departure of the Presidential aircraft from London was the Special Adviser to the President on Media and Publicity, Mr. Femi Adeshina who said he was not informed of anything like that.
According to him, “BBC also called me and said the president’s aircraft had taken off, I should confirm it.
I said the tradition is that if the president is coming, we will be asked to issue a statement but there has been no such instruction.” As at the time of filing this report late Tuesday night, there was no confirmation to the effect that the presidential aircraft had left London and there was no movement within the Presidential Villa to support the rumour.

BREAKING NEWS: Storm over Buhari’s picture with APC chiefs: It’s collective insult on Nigerians— PDP

  • The hope-lifting picture of President Muhammadu Buhari dining with chieftains of the All Progressives Congress, APC, turned into a political storm, yesterday, after the Peoples Democratic Party, PDP, described it as a collective insult on Nigerians.

The PDP’s reaction followed an equally blistering denunciation of the picture by former Aviation Minister, Chief Femi Fani-Kayode, who described the picture as fake, alleging it was an arrangement to sustain the cabal in power as he blasted the media and the National Assembly for remaining docile in the face of what he called a conspiracy.
Fani-Kayode further alleged that any message conveyed by Governor Rochas Okorocha, who was said to be in the delegation cannot pass the barometer of truth. He insists he would not believe anything that comes from the Imo State governor. Okorocha in a swift reaction, blasted Fani-Kayode, calling him a spoilt child whose only connection to humanity is the name of his father.
The brewing storm followed the publication of the picture of President Buhari in a meeting with chieftains of the APC and governors of the party. An insult to Nigerians — PDP Reacting to the development, yesterday, PDP spokesman, Prince Dayo Adeyeye, said: “It is an insult to Nigerians because they don’t think that we are important; once they meet with the president that is all, and they will come and show us a picture.
“They don’t even think that it is necessary for the president to send message to Nigerians or for themselves to come and tell us what happened during that meeting. They merely planted pictures in the front pages of all the newspapers, and they think that is alright.
“That is not the way to behave in a civilised country. At least, ordinarily we should have been having daily bulletins on the president’s health, the man is being treated there in London with tax payers’ money, and we elected him to do a job.”
While affirming that the PDP wished the president well, the party spokesman nevertheless faulted the attitude of his handlers, saying: “We wish him well, and we want him to live, but it is pure contempt for Nigerians for a group of people, party leaders to just go and meet the president and come and show us pictures without saying anything either from them or from the president to Nigerians. It is pure contempt; it is an insult to our collective intelligence.”

The picture is fake — Fani-Kayode Fani-Kayode

On his part debunked the picture as a fake on the point that the elements on the table comprised Nigerian products. He said: “The picture of a handful of APC Governors and President Muhammadu Buhari, which was purportedly taken in London, yesterday (Sunday), is old and fake.
I have been reliably informed that they were taken during Ramadan in Abuja some time back and not yesterday in London. “Quite apart from that, though the picture was meant to have been taken in London, curiously, all the drinks on the table are Nigerian products and Nigerian-made. Did the Governors take all those drinks along with them to London when they went to see the President?
“We do not wish the President dead, but we have a right to know the truth. As a matter of fact, we demand to know that truth because, as he once said himself, he “belongs to us all.”
For those who still believe that the meeting actually took place there are some nagging questions that need to be answered.
For example, why were the Nigerian and foreign media not allowed to cover the proceedings and participate in this celebrated photo-shoot and merry London feast?
“Why did the Villa press corps not take one of their own camera men to London and make a short video of this “historic” event?
Why were the whole proceedings shrouded in so much secrecy? Why is it that only one picture was taken? Why were more pictures not shot? Why was Buhari not put on audio tape and interviewed while he was with his celebrated and important guests? Why did he not offer a few words of hope and encouragement to the Nigerian people to ease the tension that has been generated in the land by his prolonged absence?”
Querying Governor Okorocha’s capacity to convey truth, he added: “How can they expect us to take Governor Rochas Okorocha’s word for anything without any solid proof or evidence to back those words up or give them a measure of veracity or credibility? I for one would not believe a word that a man like Rochas tells me. If he told me that it was day outside I would have to assume that it was night. It is that bad. “Again why did Buhari not shake anyone’s hands during the photo-shoot? Why did he not get up from his chair, say “cheese” and give us a big Daura smile? Why was he just sitting there? Why all the tall tales that he is getting much better?”
On what he pointed as the conspiracy of ignorance between the media and the National Assembly, he said: “Worse still, we have a media that is so fawning in its attitude when it comes to the Federal Government, and that is so easily intimidated that they simply refuse to ask the right questions about this matter or undertake to carry out the necessary investigations with a view to establishing the truth.
“This is the greatest tragedy of all, and it results in total impunity on the part of the government because the media is not prepared to keep them on their toes.
Yet, it doesn’t stop there. We have a Senate with 109 distinguished and able Senators and a House of Representatives with over 300 honourable legislators and yet not one of them has the fortitude or guts to call for the resignation of this ailing man who is clearly no longer well enough to lead our nation.
“The following questions must be answered: Are the Nigerian people under a blinding and binding spell? Is this the unholy work of voodoo-merchants, witch-doctors, and necromancers? Have our people been bound up and charmed by these broom-loving APC wizards and witches?
“The morbid obsession with retaining power at all costs which has afflicted those in the Presidency that Mrs. Aisha Buhari has graphically described as the “hyenas and jackals” in the body politic of our nation, must cease forthwith. Nigerians are gracious, kind, long-suffering, resilient, loving, patient and compassionate people who wish the best for their President but that does not mean that they should be taken for granted, taken for a ride or treated like fools.
“They are not children, and they are not stupid. It is time for this horrendous madness and hideous nightmare to stop! It is time for Buhari’s seat to be declared vacant and it is time for Acting President Yemi Osinbajo to fully take over and be sworn in as the new and substantive President of the Federal Republic of Nigeria.” The presidency declined to respond to the issues raised by the PDP and Fani-Kayode while the APC spokesman was not available as calls to his known phone number did not go through.

Okorocha blasts Fani-Kayode

However, Governor Okorocha blasted Fani-Kayode, describing him as a spoilt child. The governor who responded through his Chief Press Secretary, Sam Onwuemeodo said: “The guy (Fani-Kayode) is a spoilt child, one of those whose parents over pampered they hardly talk like human beings. Apart from somebody who went into government, he is not known for doing business.
I wonder if he has ever worked and all of a sudden he had political appointment.
He has nothing else to brandish apart from the father’s name. Remove his father’s name; I don’t think he is a human being. Rochas grew from the scratch. By the grace of God and hard work, he is where he is today. But that one apart from coming to politics what else does he have to brandish?”

Sallah Message To Muslims Reveals Buhari's Speech Impairment

Sammynews4u had revealed in a report that Mr.
Buhari’s speech was impaired while receiving
medical treatment for what is believed to be
prostate cancer. Days after the report was
published, the president’s aides claimed that his
speech impairment was a temporary side effect of
the medical treatment he was receiving. They also
said he was experiencing temporary lapses in
memory.

Sammynews4u learned that, rattled by our
reporting, a cabal using President Buhari to
manipulate the political process at home prepared
a handwritten text for him to greet his admirers in
Hausa and released it to a select group of
journalists. In choosing to deliver the greeting in
the Hausa language, the cabal behind Mr. Buhari
wanted to whip up sentiments within the northern
parts of Nigeria and to create the impression that
the president was in good health, contrary to the
claims of Sammynews4u .
The audio recording of the greeting was released
today, and the manner in which the president
rushed through the text was indicative of his failing
health and further proof that after 49 days in
London, the president's health has not improved as
much as being bandied by his handlers.
Two of the aides had told Sammynews4u that Buhari was on his way back
to Nigeria, "stronger and fitter" than he was when
he left the country, but the audio has proved
otherwise and shows that President Buhari is in
poor health.
A presidency source also told

Sammynews4u that
the president enjoys a few moments when he is
lucid between hours of being administered drugs
for his treatment. The audio recording, just over a
minute long, was possibly recorded during that
period.

BREAKING NEWS: President Buhari “Not As Bad Anymore”—Aides

  • Two aides of President Muhammadu Buhari last night said the ailing Nigerian leader might head home within a week, subject to clearance by his doctors.

  • In an interview on the condition of anonymity, one of the two sources also claimed that some of the president’s latest health symptoms revealed in our recent reports arose as adverse reactions to drugs prescribed for Mr. Buhari since he arrived in the UK. The symptoms include memory loss and speech impairment.

Pesident Muhammadu Buhari
“Mr. President [Buhari] is getting better and wanting to return to Nigeria very soon,” one of the two sources said. Despite our correspondent’s pressure, the source declined to disclose any specific date for Mr. Buhari’s return, saying the matter “totally depends on his doctors.”

There were earlier speculations that President Buhari would return to Nigeria by today, but our two sources said they were not sure about the source of such speculations.

Asked why the President had not spoken to his vice or revealed the true nature of his sickness to Nigerians, despite his avowed transparency and honesty, one of the sources told SaharaReporters, “Sickness is not a matter you just start broadcasting to everybody. Remember that Mr. President, after his return to Nigeria in March, told Nigerians that he had never been so sick in his life. I think that statement has already disclosed enough about his health.”

The latest claims by the presidential sources that Mr. Buhari was on the cusp of returning to Nigeria seem triggered by our latest report that the chronically sick leader had suffered speech impairment and a worsening of memory loss in the course of his medical treatment in London.

One of the Presidency sources said he was in no position to discuss the specifics of Mr. Buhari’s treatment, but disclosed that part of the president’s treatment had led to “some side effects.” Asked if the side effects included speech problems memory loss, the source obliquely acknowledged those side effects. However, he claimed that “the issues [side effects] are temporary. They occurred after the medical team administered a particular medication on Mr. President.”

The same source revealed that President Buhari had been receiving blood transfusions to help improve his health.

Mr. Buhari left Nigeria for the UK some 47 days ago to continue medical treatment for an undisclosed ailment believed to be cancer. Since arriving in London, Mr. Buhari has not been seen in public, but has been ensconced in the Nigerian Presidential Guest House in London known as “Abuja House”. The President has hardly spoken to his vice, now acting President Yemi Osinbajo, since he left. The lone exception was two weeks ago when the gravely sick president held a short-lived telephone conversation with Mr. Osinbajo. Mr. Buhari spoke with such incoherence that the conversation had to be ended abruptly.

This year alone, President Buhari has spent more than 100 days outside of Nigeria on account of his failing health. There remain major concerns that Mr. Buhari would remain frail as he suffers from age-related infirmities in addition to the chronic health condition that took him to London. Officially 74 years old, the president is believed by some to be much older.

Even if President Buhari returns to Abuja within a week as claimed by some of his aides, including the ones we interviewed, it is almost certain that he would soon need to return to the United Kingdom to continue treatment.

An opposition politician told SaharaReporters that members of a cabal close to the ailing President have renewed their plan to return him to Nigeria to assume office after his current prolonged absence.

Some members of that cabal were last week in Saudi Arabia for the lesser Hajj. The opposition politician, who asked for anonymity, said the group “used the lesser hajj as a cover to hold clandestine meetings with Senate President Bukola Saraki as part of their design to control power.” He identified Issa Funtua, an in-law of the President, as the leader of the cabal in Saudi Arabia.

BREAKING NEWS: President Muhammadu Buhari Suffers Speech Impairment In London

  •  President Muhammad Buhari, who left Nigeria 45 days ago to resume treatment for an undisclosed medical condition believed to be cancer, has developed speech difficulties, presidency sources said today.

  • Previously, Mr. Buhari was also said to be suffering memory lapses.  The latest revelation stems from recent attempts to return the President to Nigeria by members of a cabal managing his health and using it to deceive Nigerians.

President Muhammadu Buhari
Several of President Buhari’s aides who traveled with him are reportedly not in touch with him, reports say, while others were ordered to return to Nigeria, with nobody having any certainty about the prospects of Mr. Buhari’s date of return.

During his last trip Saharareporters revealed that his London doctors rejected the idea of his returning to work.  They asked that he remained in London for four months to see how best they could treat his illness.  Nonetheless, the cabal managing the president brought him back to enable him to undertake a number of acts including military postings and appointments that would have been impossible with an acting President on seat.

At that time, Buhari revealed he had been very ill and had received blood transfusion, and indicated he would soon return to the UK for further treatment.  During the period he was in Nigeria, he was rarely seen outside, but managed to attend a few Federal Executive Council meetings which he left as soon as the photo opportunities were done with. Two weeks after that return, his condition deteriorated and doctors had to be flown in from the UK to embark on treatment, but that phase lasted only for a few weeks.

The president then stopped attending the weekly FEC altogether, but to maintain the ruse that he was healthy, members of the cabal would shepherd him to the mosque on Fridays hoping to generate sentiments within the core Muslim north where a rumor had circulated that the president had been “poisoned”.

Buhari eventually left for the UK abruptly on the evening of May 7, shortly after meeting with some Chibok girls who had been released the previous day by Boko Haram. Although Buhari spoke at the event, his voice was barely audible, as he had lost a lot of weight, his condition reportedly complicated by Crohn’s Disease.

When the President was leaving for the airport, he shocked his aides when he asked if they were going to Sokoto, perhaps one of the first signs of his deteriorating memory.

It has now been learnt that President Buhari has not spoken to Acting President Yemi Osinbajo by telephone since his departure.  Only last week, the Acting President was asked to await a phone call from Mr. Buhari but when a call eventually came in, nothing coherent was heard from Mr. Buhari, despite the cabal having kept telling people of his “tremendous” improvement.

The cabal is also reportedly behind the rumors of a possible coup by some military officers a couple of weeks ago, as well as the recent quit notice by some Northern youths to the Igbos in that area, which they figured would make western countries view such an attempt with understanding if they thought the action would protect Nigeria as an indivisible entity.

Meanwhile, several top western diplomats including the Ambassadors of the US and the UK, are scheduled to meet with Acting President Osinbajo in the coming days. It is unclear if at that meeting the UK will brief Osinbajo regarding Buhari’s exact condition, but a State Department official told Saharareporters that they are more concerned about Nigeria’s indivisibility than the question of Buhari’s health.  A source at the British Embassy told this website they don’t think Buhari could continue to govern in the condition he is in London.

President Buhari left Nigeria flew into Luton airport on a Presidential jet with registration number 5N-FGT in the first week of May.  The jet was then flown on a 17-minute ride from Luton to London Stansted Airport, where it remains parked for over a month.

President Muhammadu Buhari's Anti-Corruption Adviser, Itse Sagay Writes Saraki, Vows To Challenge Senate Summons In Court

  • Professor Itse Sagay (SAN), Chairman, Presidential Advisory Committee Against Corruption (PACAC), has written to the Senate President, Mr. Bukola Saraki, demanding a withdrawal of the Senate resolution summoning him to appear before it.

  • Should the Senate fail to do so, Mr. Sagay said he would challenge the summons in court once they are served on him.

Itse Sagay

The Senate recently asked Professor Sagay to appear before it for criticizing its call on President Mohammadu Buhari to sack Mr. Ibrahim Magu, acting Chairman of the Economic and Financial Crimes Commission (EFCC).

In the personally signed letter, dated 3 April, Mr. Sagay said his criticism of the Senate was founded on Section 171(1) of the Constitution, which gives power to the President to appoint any person to hold or act in the office of the head of any extra-ministerial department of the Federal Government.

The PACAC Chairman explained that though he is yet to be served with any summons from the Senate, he is willing to join issues with the Senate over what he considers a potential violation of his constitutionally guaranteed freedom of expression.

“As you are no doubt aware, Section 88 of the Constitution, under which you have purportedly summoned me, is subject to other provisions of the Constitution, including Section 39 thereof. In other words, my freedom of expression cannot be abridged or violated in the course of exercising the oversight functions of the Senate,” wrote Mr. Sagay.

The PACAC Chairman noted that the National Assembly is empowered by Section 88 (1) and (2) of the Constitution to conduct investigations into the affairs of the Federal Government, with a view to promoting good governance and curbing corruption. He, however, argued that such powers are not limitless. He contended that the wide-ranging investigative powers of the National Assembly are circumscribed as they are exercisable subject to other provisions of the Constitution.

Mr. Sagay cited a number of cases to support his position.

“In Innocent Adikwu v. Federal House of Representatives (1982) 3 NCLR 394 at 416, the applicant, a journalist, was summoned by the respondent to disclose the source of a report published by him. The plaintiff challenged the order of the defendant,” wrote Mr. Sagay.

To set aside, the summons served on the applicant, noted Sagay in the letter, the Lagos High Court examined the limit of the investigative powers of the respondent under section 82 of the 1979 Constitution. The trial judge, Balogun J., Mr. Sagay said, held: “...it seems to me that an investigation directed by the National Assembly to probe into irregularities in election procedure with a view to amending the Electoral Act cannot be used to summon a secretary or leader of a registered political party to appear before it and produce the register of the members of that political party or the list of all persons who had made contributions to the fund of that political party. Nor could any person summoned to appear before such committee (whatever its terms of reference) be asked to state what political party he voted for at the last general election or any election. Such questions will infringe on fundamental rights of freedom of idea, speech, and expression. The examples of non-permissible usage of the legislative power of investigation could be multiplied to show that the powers of an investigating committee of the National Assembly or the House of Assembly of a State are not limitless but must be exercised in conformity with the Constitution.”

He also referred to the case of the Senate vs. John Momoh (1983) at the Federal Court of Appeal, which held that the Section 82 of the 1979 Constitution was not designed to enable the legislature to usurp the general investigative functions of the executive nor the adjudicative functions of the judiciary.

“The section enables either House to exercise power only with respect to any matter or thing with respect to which it has the power to make laws and ‘the conduct of affairs of any person, authority, ministry, or government department charged or intended to be charged with the duty of or responsibility for’ – ‘executing or administering laws enacted by the National Assembly’ and ‘disbursing and administering monies appropriated or to be appropriated by the National Assembly’. In other words, the section does not constitute the House as a universal ‘ombudsman’ inviting and scrutinizing the conduct of every member of the public for purposes of exposing corruption, inefficiency or waste,” the Federal Court of Appeal held.

On the basis of the cases cited, Mr. Sagay said he is convinced that the Senate lacks the power to summon him to justify his condemnation of the illegal actions of its members.

“Senate cannot be the accuser, prosecutor, and judge in its own case. However, any aggrieved member of the Senate has the liberty to sue me for defamation in a competent court of jurisdiction. Consequently, I urge you to withdraw the resolution summoning me to appear before the Senate. If you fail to accede to my request I will not hesitate to challenge the legal validity of the summons, once it is served on me,” concluded Mr. Sagay.

President Muhammadu Buhari's 15 Confirmed Career Ambassadorial Nominees Due For Retirement From Public Service

  • 15 Peoples are recently confirmed ambassadorial nominees are at the end of their public service careers, Sammynews4u has learnt. Some of them are due for retirement this year.

    Career-Ambassadors

Those nearing the end of their career include Mrs. Vivian Okeke (Anambra), Mrs. Nonye Udo (Anambra), Mr. Munir Liman (Bauchi), Mr. Lawal Abba Gashagar (Borno), Mr. Martin Cobham (Cross River) and Mr. Manaja Isa Tula ( Gombe). Others are Mr. Habib Abubakar Goni (Gombe), Mr. Enoch Peer Duchi (Kaduna), Mr. Rabiu Akawu ( Kano), Mr. Ahmed Inusa (Nassarawa), Mr. Isa Ibrahim (Niger), Mr. Bankole Adeoye (Ogun),  Mr. Kenneth Nwachuku (Imo), Mr. Emmanuel Oguntuase (Ekiti) and Mrs. Abibat Adekunbi Sonaike (Ogun). Of these, six are due for retirement by the end of 2017, while the remaining nine will retire next year.

The trio of Messrs. Liman,  Nwachuku and Inusa, Sammynews4u reliably gathered, are due to retire in June 2016.

The fact that public servants nearing the end of their careers have been nominated implies that their stay in countries to which they are posted will be brief. A major reason for this is that it takes between three and six months to obtain the consent of countries to which they are posted. In the likely event of this, the three officers may have retired before they are accepted by the countries of their proposed accreditation.

In 2011, India was forced to protest to the Federal Government over the brevity of the stay of the three ambassadors posted before that year to New Delhi. None of the three ambassadors, said the Indian government, stayed beyond eight months before retiring from service.

To forestall a repeat, India stated that it will no longer accept an ambassador that has less than three years to retire from service or enough time to end the term of the appointing president.

One of the requirements for the nomination of career officers for ambassadorial appointments is that such officers must have a minimum of 36 months in service before retirement.

However, this requirement was jettisoned to accommodate nominees of Ambassador Baba Gana Kingibe (Gashagar from Borno State) and the then Permanent Secretary, Ministry of Foreign Affairs, Ambassador  Bulus Zom Lolo (Duchi from Kaduna State).

A report by Sammynews4u had drawn attention to the lopsidedness in the nomination process within the career officer cadre. The process saw three officers nominated from Borno State (home state of Kingibe and Mr. Abba Kyari, Chief of Staff to President Muhammadu Buhari).

Bizarrely,  showed the report, there were no nominees from Bayelsa, Ondo and Plateau states. The evidently lopsided process sparked a heated debate at the Senate during the screening exercise. When the dust settled, each of Borno, Kano, Katsina and Kaduna states had four nominees confirmed, with only one each from Ondo, Plateau and Bayelsa states.

Buhari Cancels Medical Trip To London, Instead He Invites Physicians To Nigeria

  • President Muhammadu Buhari on Wednesday changed a plan by which he was due to return to London this weekend for another round of medical treatment, barely two weeks after his return from a hospital there. Instead, his doctors will be arriving on Friday to carry out further medical examination on him.

  •  Sources at the Presidency informed Smmynews4u that the president’s advance party had already left Abuja earlier in the day by Ethiopian Airlines before they were recalled to Abuja.

President Muhammadu Buhari While In Abuja

Our sources say the hawks within the presidency advised against taking the president abroad so soon after his seven weeks away, as that would begin to feed the rumor mill all over again about his ailment.

In a short televised address upon his return, Buhari had hinted about returning to the hospital shortly, saying there might be a need “for further follow-up within weeks.”  Given the topsy-turvy political climate in the country, however, his advisers felt it was unwise to allow him to stay away for too long.

The president has traveled to London several times since coming to power for a medical reason before traveling earlier this year for a prolonged medical treatment.  He had also traveled there in June 2016, reportedly consulting with an ear, nose and throat specialist after he contracted an ear infection.

The latest developments come as pressure is mounting on the presidency to disclose how much was spent on his 49-day “medical vacation” in the United Kingdom, with Nigerians saying they have a right to know.

Activists, including well-known lawyer Femi Falana, and civil society groups such as the Socio-Economic Rights and Accountability Project, the Centre for Anti-Corruption and Open Leadership, and the Campaign for Democracy, among others, argue that the medical bill is of public interest because Buhari touted transparency and change in public affairs when he ran for the presidency.

Do You Know That President Muhammadu Buhari May Return To The UK For Further Treatment In Three Weeks Time

  • In a clear indication that President Muhammadu Buhari’s return earlier today from London was premature and motivated by political pressure from some of his closest associates, Presidency and medical sources have told Sammynews4u that the ailing Nigerian leader is set to return to the United Kingdom in three weeks to continue treatment for an undisclosed illness.

President Muhammadu Buhari addressing wellwishers shortly

after his return from London earlier today

Sammynews4u had consistently disclosed that members of Mr. Buhari’s medical team in the UK had advised against his return to Nigeria at this time, adding that some members of his political circle, afraid that their influence was about to slip, pressured the frail and still ill president to return to Nigeria in order to quell anxiety that he was too gravely ill to continue in office.

Early this morning, a presidential jet carrying Mr. Buhari landed at the Kaduna Airport in the capital of Kaduna State. The terribly emaciated and fatigued Nigerian leader was then flown in a helicopter to Abuja.

In a short address to Nigerians, President Buhari with a shaky voice expressed gratitude to “Muslims and Christians alike who have prayed and have continued to pray for my good health.” He described the collective prayers as “a testimony that, in spite of the hardship being experienced, Nigerians support the government in its effort to tackle our country’s challenges.” He claimed that his health had significantly improved during his prolonged treatment in London.

President Buhari had been flown out of Nigeria on January 19, 2017, in what his handlers billed as a 10-day vacation to rest. However, he ended up staying in London for close to two months, during which several political leaders went on pilgrimage to London to see him. The political visits often led to claims that Mr. Buhari was “hale and hearty,” and was merely resting some more before returning to assume the presidency.

In his speech to Nigerians, Mr. Buhari stated that the best way to repay for their good wishes was “to rededicate myself to serving you, protecting your interest and keeping your trust.”

Even so, the president’s address hinted at his unresolved health crisis. “I am feeling much better now,” he said before adding, “There may, however, be need for further follow up within some weeks.”

President only hinted of the gravity of his illness when he admitted he had never been this “sick” his entire life and then revealing that he had “blood transfusion.”

Our sources said Mr. Buhari plans to return to the UK within the next three weeks for further therapy. Two of the sources said it took intense pressure from his associates before Mr. Buhari agreed to return to Nigeria in defiance of his doctors’ opposition. The sources disclosed that the president finally succumbed to the wishes of his inner circle that he should leave the UK late yesterday, adding that the schedule left little room for preparation. Mr. Buhari’s presidential jet took off from Stansted Airport in London shortly after 1 a.m.

his plane touched ground in Kaduna at 7:41 a.m., sparking jubilation among members of his circle in Abuja.

After a short airport ceremony, during which a weary-looking Mr. Buhari greeted Kaduna State officials, the president boarded a presidential helicopter that took him to Abuja where a delegation led by the Vice President received him. He later met briefly with some governors and members of his staff to thank them.

In his remark, Vice President Yemi Osinbajo said Nigerians and the Federal Executive Council were satisfied to receive the President back in the country “hale and hearty.” According to the vice president, “It is a day of joy not only for us but for the whole country, Africa and the world. Your arrival has vindicated our position that you will return safely.”

Mr. Osinbajo also thanked President Buhari for respecting the constitution by entrusting power to him before commencing his trip to the UK, adding that he had a tough job “going around in borrowed robes.”

Our sources said that, given Mr. Buhari’s feeble health, the president was bound to maintain a highly light schedule with few, if any, public engagements before returning to the UK in a few weeks to continue his treatment.

Shortly after arrival ceremonies, the President retired to his residence asking VP Osinbajo to continue in an acting capacity as President while he continues resting and recuperating.

However, Presidential spokesperson, Femi Adesina quickly issued a clarification on social media stating that Buhari will transmit a letter to the Senate on Monday indicating his fitness to resume work.

Our sources had always maintained that Mr. Buhari’s doctors in the UK advised him to spend as much as four months in order to undergo the full regimen of treatment for his health crises, which include a prostrate condition as well as Crohn’s disease that had wreaked havoc on his appetite, leading to consistent weight loss.

One of our sources asserted that Mr. Buhari was due to undergo an intense phase of treatment starting from next week before his political associates persuaded him to postpone the treatment in order to return to Nigeria and shore up their waning political influence.

A statement released by presidential spokesman Femi Adesina noted that Governor Abdulaziz Yari of Zamfara State, who serves as the Chairman of Nigeria’s Governors Forum, the Minister of Information, Lai Mohammed, and the Chief of Defense Staff, Abayomi Gabriel Olonishakin, made remarks welcoming Mr. Buhari back to the country.
