CRIME: ‘Arrow’ And Ex-Policeman — Two ‘Key’ Offa Bank Robbers Arrested By Police

  • The confessed gang leaders arrested are: (1) Kunle Ogunleye aka Arrow 35 years native of Kwara State, arrested yesterday in Oro town kwara State; (2) Micheal Adikwu, native of Apa LGA Benue State, a dismissed police CPL who was arrested by the Police in 2012 and charged to court in Kwara State for compromising by releasing some wanted armed robbers.



Policemen of the Inspector General of Police Rescue Team (IRT) deployed to five south-western states have arrested two more of the criminals involved in the much-talked-about Offa bank robbery.

At least 12 people, including five policemen and a pregnant policewoman, died on April 4 when roughly 30 armed robbers laid siege to five banks in Offa, Offa Local Government Area of Kwara State, carting away millions of naira.

The Police subsequently released action photos of the robbers, with a promise of N5million for anyone with useful information about them.

Twelve suspects were arrested weeks after, and two more "criminals" who were "key" to the robbery have now been nabbed. 

“Sequel to the publication of the pictures of the Offa bank robbers in the media, we have been getting several credible leads from good citizens of our country,” read a statement sent to SaharaReporters by a security source on behalf of the Police.

“As a result, IRT teams deployed by IGP Ibrahim Idris to Kwara, Ondo, Osun, Oyo and Ekiti States were able to arrest two more gang leaders of the deadly bank robbery whose pictures were circulated by the media.

“The confessed gang leaders arrested are: (1) Kunle Ogunleye aka Arrow 35 years native of Kwara State, arrested yesterday in Oro town kwara State; (2) Micheal Adikwu, native of Apa LGA Benue State, a dismissed police CPL who was arrested by the Police in 2012 and charged to court in Kwara State for compromising by releasing some wanted armed robbers, He spent three years in prison and subsequently found his way out in 2015 and became a notorious armed robber. He was arrested again by IRT Operatives in Kwara State two weeks Ago.

The statement confirmed that all the arrested suspects had confessed to the Offa bank robberies and murders. 

“They are assisting the IRT teams in arresting more of the bank bobbers. Investigations continue,” it added.

  • Whichever is the case, Melaye’s supposed ill-health as basis for his inability to defend himself in court has been exposed by his obsession with the social media. Can a man be healthy on Twitter yet sick in court?

There is no question many Nigerians are following the Dino Melaye-Police-moving-vehicle-hospital-court saga; it’s arguably the longest-running soap opera in the political space in 2018. But is anyone watching Melaye’s Twitter activity?

Summary of the drama

Melaye was arrested by the police on April 24 on allegations of criminal conspiracy and unlawful possession of prohibited firearms, after some crime suspects reportedly told the police he was their chief supplier of arms. However, he jumped out of the moving vehicle with which the police were conveying him to a Lokoja court, eventually landing at the Zankili Medical Center, Mabuchi, Abuja.

Jimoh Moshood, spokesman of the Force, would later lead at least 30 armed policemen to the medical centre to arrest the Kogi West senator, who was eventually transferred to the National Hospital, Abuja, before having his day at an Abuja magistrate court.

He was granted bail in the sum of N90million and two sureties by the court, only to be immediately rearrested by the Police for onward transfer to Kogi State to answer to fresh charges orginally not covered by his initial arraignment.

A magistrate court in Lokoja denied him bail, instead ordering his remandment in prison till June 11 — a massive five weeks.

‘Dying man’ in court

The Police must have thought getting Melaye to court was drama over, but the soap that kicked off with his flight off a moving vehicle had only just begun: each time Melaye appeared in court, it was on a stretcher off an ambulance, eyes closed, arms stationary, body frame motionless — like a dying man.

It looked like a strategy destined to work — until he was betrayed by a good news. As Melaye was supposedly dying on hospital bed, his recall process by the Independent National Electoral Commission (INEC) flopped. The much-publicised campaigne to ‘impeach’ him had not just failed but it did spectacularly: of the 189,870 signatories to the recall petition, only 18,742 (5.34 percent of the 351,146 registered voters) were verified by INEC, whereas at least 175, 573 (50 percent) were required.

Boisterous man on Twitter

An elated Melaye couldn’t resist the temptation of rushing to Twitter to have a sly dig at his political traducers.

“Every lie has an expiry date. Forces of evil will never triumph over forces of light. God is with us,” he tweeted. “Thank you my people. God bless you all. Thank you for the confidence reposed on me. I will not let you down. I will always stand by the truth and the people at all times. God bless Kogi West.”

That was no problem at all. Only that when he reappeared in court three days later, he was again motionless. Melaye’s supporters would readily argue that his Twitter account was being managed by a third party but the response to the failed recall was issued in First Person Singular — meaning Melaye was either talking directly on the social media platform, or the ‘tweeter’ had spoken with Melaye before making those statements on his behalf.

Whichever is the case, Melaye’s supposed ill-health as basis for his inability to defend himself in court has been exposed by his obsession with the social media. Can a man be healthy on Twitter yet sick in court?

Police Nabs Seven Gang Of Armed Local Hunters Suspected To Be Herdsmen

The Ondo State Command of the Nigeria Police Force (NPF) Wednesday arrested a gang of seven armed men claiming to be "hunters" from the northern part of the country.



The Ondo State Command of the Nigeria Police Force (NPF) Wednesday arrested a gang of seven armed men claiming to be "hunters" from the northern part of the country.
The stern - looking men were nabbed at a local village in Owo Local Government Area of Ondo State.
Sahara Reporters gathered that the men were apprehended after locals raised an alarm over the invasion of the villages by suspected Fulani herdsmen with guns.

Femi Joseph, police spokesman in Ondo State disclosed this while parading the men before newsmen in Akure.
Joseph said the men were apprehended following an alarm from local residents in some communities near Owo.
He explained that the gang was nabbed with some dangerous weapons such as double barrel guns and also cartridges.
"They are from the northern extractions and they all claimed to be hunters who traveled down here to engage in hunting expeditions.
"We would still dig more into their claims and find out if their stories were true but if it is in the negative your guess is good as mine," Mr. Joseph added.
Also, the police spokesperson explained that officers from the command rescued three victims abducted on Tuesday by a gang of kidnappers on the notorious Ore - Lagos express road.
Mr. Joseph mentioned the names of the rescued kidnapped victims as- Nwosu Virgina, Opara Oluchi, and Okechueka Johnson.
He revealed that the three victims were parts of the passengers traveling from Imo state to Lagos in an 18 seater bus but waylaid by kidnappers mistaken for armed robbers on the express road.

"Our men were very swift and were able to rescue these kidnapped victims, but we are currently on their trails."

Ondo Court Remands Thugs To Prison Who Beat Up 72 Year Old Retired Soldier Into A Coma

Both men - Ologunmeta Akinwumi, and Folusho Falodun were dragged to court on Tuesday by the police in Ondo State.
Sahara Reporters had reported how some thugs beat up Pa Adebayo into a coma in one of his landed property at the Oshinle Quarters in Akure.
It was gathered that the hoodlums are the errand boys to the popular notorious Akure thug, Mr. Ade Fayehun otherwise known as "Ade Basket".
Our correspondent learned from a police source that both Akinwumi and Falodun were among the thugs that led a squad to molest the retired old soldier.
The source said that the other members of the squad have taken to their heels in order to evade police arrest over on the case.
Meanwhile, the duo was slammed with two counts charge of conspiracy and an attempt to murder when arraigned in the magistrate court on Tuesday.
The charge sheet obtained by a Sahara Reporters correspondent in Akure read below:
"That you Ologunmeta Akinwumi, M, Folusho Falodun, M, and others at large on the 26th January, 2018 at about 5:10 at Irowo Street, Akure in the Akure magisterial district did conspire with one another to commit felony to wit attempted murder and thereby committed an offence contrary to and punishable under section 516 of the criminal code cap 37 Vol.1 Laws of Ondo State of Nigeria, 2006
"That you Ologunmeta Akinwumi, Folusho Falodun, and others at large on the same date, place and time in the aforementioned magisterial district did attempt to kill one Ilesanmi Adebayo by beating him with a stick into a coma, and inflicted injury on his head and thereby commit an offence contrary to and punishable under section 320 (1) of the criminal code cap 37 Vol. 1 Laws of Ondo state of Nigeria, 2006."
Martins Olowofeso, a police prosecutor disclosed that six witnesses are ready to testify on the evil action of the two men at the magistrate court.
Olowofeso explained how these wanted thugs treated the old man before he was beaten mercilessly and into a coma.
He, however, pleaded with the court to fix a fresh date in order to access the health status of the retired soldier who had since been admitted to the hospital.
Adelanke Akinrata, the defence counsel said the two men are still suspects until proven otherwise and guilty.
Mr. Akinrata therefore begged the court to grant his clients bail with a promise not to jump any condition attached to it.
Kehinde Aladeduntire, the Counsel to the Complaint said the court should look thoroughly into the criminal case before granting any bail condition.
Mr. Aladeduntire added that some of the suspects have started threatening those families of the victim to drop the case or face more damning actions.
"My Lord, I want this honorable court to consider the critical state of the old man and dispense justice accordingly as we pray case shouldn't turn into a murder."
Victoria Bob-Manuel, Chief Magistrate of the court refused to grant the plea of the defense counsel and immediately asked the suspects be remanded in the prison.

Mrs. Bob-Manuel said the court will take the application of concerning the plea of the counsel and adjourned the case till 21st of February 2017.

CRIME: Herdsmen invade Ndokwa community in Delta, kill one, another injured

  • SUSPECTED herdsmen have invaded Okueke, a farm settlement in Amoji community, Ndokwa West Local Government Area, Delta State, killing a farmer, Mr. Sunday Ezeugo and inflicting bullet wounds on one other person.

“They chased the farmers from the farm settlement and later proceeded into the community and continued shooting. The people then started running out of the community.
 “After the herdsmen had left, it was discovered that Sunday Ezeugo aka Sparco was missing. On Thursday, the people now went to look for him and he was found dead in a bush around the community,” he said. Confirming the incident, Police Public Relations Officer of the state command, Mr. Andrew Aniamaka said the deceased was murdered with cuts.
He said: “The people are asking that the corpse be released to them for burial. Autopsy has been done and we are looking for the criminals who committed the murder.”

CRIME: Badoo strikes in Ogun, kills couple

  • The notorious cultists group, known as Badoo, which terrorised the Ikorodu area of Lagos for long has reportedly struck in Ogun State, killing two lovers at Hassan Abiodun street, Ojodu area of Ifo local government.

According to eye witnesses’ account, the lovers identified as Ifedayo Kolawole, 20, and her heartthrob simply identified as Bode, 30, were both murdered in their sleep in Ifedayo’s one-room apartment.

Saturday Vanguard gathered that when Ifedayo’s co-tenant and relation, Mrs Akinyemi noticed that the love birds had not been seen for the day, she banged at their door but there was no response.

She then decided to peep through the window and was speechless when she saw their lifeless bodies on the bed. The assailants were said to have accessed the room by removing the window net and louvres while a blood stained grinding stone was found beside their bodies.

It was gathered that the couple had fixed date for their wedding before their untimely death. Ifedayo was said to be a native of Ekiti State while Dayo hailed from Abeokuta, Ogun State Policemen were later invited to the scene who deposited the bodies at the morgue and removed the exhibits to the station.

The couple’s co-tenants were afraid to talk to the press while some of them have vacated the area until further notice. Some of the sympathisers expressed shock saying they did not expect the dreaded Badoo cultists to extend their operation to the community.

NEWS/CRIME: Alleged corruption: I’m ready to go to jail — Diezani


  • Former Petroleum Minister, Diezani Alison-Madueke, who is being investigated for a series of multi-billion dollar fraud and money laundering offences in Nigeria, the United Kingdom and America has threatened to squeal on her associates, Kola Aluko and Jide Omokore.

Mrs. Alison-Madueke’s explosive comment is contained in a recorded conversation recovered by investigators probing the corruption allegations against the former minister. Details of the conversations, according to online portal, Premium Times, have now been filed as part of a civil complaint by the United States Department of Justice (DoJ) seeking the forfeiture of over $144 million slush fund.
The trio of Mrs Alison-Madueke, Mr. Aluko and Mr. Omokore were listed as persons of interest in the civil complaint filed at the US District Court, Houston, Texas.
 The complaint revealed how the three individuals laundered millions of dollars on behalf of Mrs Alison-Madueke, which was used in buying property in the US and the UK for her family in return for oil contracts to Atlantic Energy Drilling Concepts Nigeria Ltd, AEDC, and Atlantic Energy brass Development Ltd, AEBD, two Shell companies owned by Mr Omokore. In the conversation with Mr Aluko recorded by herself on May 14, 2014, a clearly angry Mrs Alison-Madueke admitted to helping her associates secure the multi-billion dollars Strategic Alliance Agreements, SAAs, deals.
In another conversation with another unknown recipient, the former minister dared Aluko to reveal details of their dealings, and then face the consequences. She was, however, furious at how the ostentatious acquisitions of Messrs Aluko and Omokore might have led law enforcement agencies across the world to their shady dealings.
In the recorded conversation, Mrs Alison-Madueke, in response to speculations that Mr Aluko was going to blackmail her, threatened to spill the beans. She said she was ready to reveal to Nigerians all that happened and was ready to follow Messrs Aluko and Omokore to jail. She said: “I will tell him (Aluko) to bring everything out, and then you know what will happen?
No problem, I will be happy to escort all of you to jail along with myself. I said, in fact, you’ll be shocked by what I will do. Because when it comes to that, I will come out and tell the Nigerian people this is what happened. “Anything they want to say, I am happy to go. But I will come out openly and say it so that they can judge me openly. And then all of us go and sit on the gate. Let us see who survives, me or you.”

BADOO/CRIME: It’s time for community policing

  • THE dreadful activities of the Badoo gang in the Ikorodu axis of Lagos State has, again, brought out the urgent necessity for community policing. 

  • The gang had unleashed terror on Ikorodu communities where many families have been brutally wiped out. Vital organs of their victims were allegedly removed for  purposes that are yet to be determined. 

  • The Police have so far arrested over 200 with 25 others declared wanted. 
  • These were achieved with the combined efforts of the police, other security agencies and local vigilante groups.

The pervasive state of insecurity in the densely-populated town is a reflection of the failure of the current policing system in the country and the need to overhaul it.

  Acting President Yemi Osinbajo’s pronouncement that the Federal Government would soon come out with a policy on establishing community policing therefore comes at the right time.
The United Nations prescribes one policeman to 100 citizens and Nigeria requires 1.8million policemen to meet that standard.

The current centralised police command structure is no longer working. A situation where the Inspector-General of Police in Abuja  presides over  policing of the remotest parts of the country does not augur well for the system. Decentralisation of policing will enhance crime prevention, effective monitoring and intelligence gathering. It will put policing in the hands of our various localities.

The jungle justice usually meted out to suspected criminals is an expression of the public’s loss of confidence in the police. So also is the resort to self-organised vigilante groups. Badoo and other forms of gangterism are scourges that must be stamped out before they become uncontrollable.

The Nigerian Police can only benefit more from states and communities being constitutionally-authorised to key into their efforts. The community policing we need will enable the state and various local or communal authorities to evolve systems of self-policing and correction that will serve their security purposes.

The recent launching of the Lagos State Neighbourhood Corps, LSNC, is a bold step towards community policing, but the Corps must be strengthened and equipped with the right technology, such as drones and trackers, which will help in intelligence gathering

. Already, some state governments have seized the initiative by establishing various  local outfits that can easily metamorphose into the much-awaited community police.

 Necessary processes should be put in place towards amending the 1999 Constitution to enable communities play a greater role in their own security. State and local police outfits can work with the Federal Police to ensure a more comprehensive agenda for safeguarding the lives and property of Nigerians and non-Nigerians in Nigeria.

BREAKING NEWS: I am down with strange illness after my pastor, his sister lured me to Russia – Florence, Nigerian trafficked lady

  • The war against human trafficking intensified in Edo State last week after whistle blowers informed security agents about the arrival of a Russian based alleged human trafficker,Vivian Ehioze.

 Consequently, she was arrested alongside her brother, Pastor Endurance Ehioze, said to be her recruiter. One of their victims was alleged to be a 23-year-old-lady, Florence Abu, said to have been trafficked to Russia for prostitution when she was 17. 
They were alleged to have been involved in trafficking several girls to Russia with Endurance allegedly using his position as a pastor to facilitate the recruitment of the girls from church. 
The state Commissioner of Police, Haliru Gwandu, whose men arrested the suspected traffickers, described the raid as a boost to the fight against human trafficking. 
While victim Florence, who was deported to Nigeria after she had suffered some strange ailment, is being treated at a hospital, Vivian and Emmanuel are cooling their feet in prison after a magistrate court in Ekiadolor asked them to be remanded.
They were remanded on a two-count-charge by Chief Magistrate E I. Bazuaye. The suspects, and two others still at large, were said to have committed the offense sometime in January 2013 at Idunwina Quarters, Ekiadolor, near Benin-City. 
They were alleged to have connived to procure Florence for the purpose of prostitution and other sexual exploitation. Meanwhile, Florence narrated her story to Sunday Vanguard. 
“It all started in 2012 when a pastor in my church, Endurance Ehioze, called me to say he wanted to see me.  
He asked me if I will like to travel out of the country and I said yes. I told him that I was constrained financially; so he said money was not the problem and that he had a sister abroad that will finance my trip. 
He further told me that I could pay off the sister off in less than two months after my arrival abroad. He added that I shouldn’t be afraid of making money abroad since and I am a good singer and hair stylist. 
The pastor further told me that I might be lucky to even come across a white man that will support me”, the victim started. 
“Later, he (Endurance} gave me her sister’s number in Russia called Vivian Ehioze. 
 When I flashed her, she called me and introduced herself. She asked me if I  was interested in leaving the country, saying as long as I was interested I should get my passport ready which I did by borrowing N30, 000 from LAPO, and I called her to tell her that my passport was ready.
 “She asked me to give the passport to Pastor Endurance (the brother) as he will handle everything. 
She gave me words of encouragement that everything will be fine. Few days later, she called again to say I should pack my luggage and take it to her mother’s place enroute to Lagos. 
But when I got to the mother’s place, she told me it was late to travel to Lagos that same day. 
The next morning, she woke me up and said there must be an agreement between us because many girls, when they get to Russia, don’t often pay her daughter back the money spent to take them abroad. 
So, she said, she must take something from me as an oath and that once I finished paying her daughter, I will have to pay her some money as well. 
I was surprised that Endurance, who is a pastor, encouraged me to undertake such oath. I had thought that as a Christian we will do it the Christian way. 
Finally, the mother took strands of hair from my head, armpit, private part and she also collected my pant for the oath taking”. 
She went on: “When I arrived Lagos, the next day, an elder brother of Madam Vivian (name withheld) came to pick me from the park and took me to a hotel. 
He brought out a slip of paper from his pocket and said it was my visa application and that it was genuine. 
He told me to relax and  that I should use what I have to get what I wanted. I was shocked when he took my phone according to an order from Vivian so that nobody might call to discourage me from proceeding on the trip. 
 I asked him how I will be able to communicate with my mother since he had collected my phone and he assured me that Endurance (pastor) will be the link man if I wanted to speak to my mother. 
“Immediately thereafter, he brought out a condom and asked that I should pull off my dress. I resisted him but he forcefully had his way. 
He said it should be a secret between the two of us and threatened that if I disclosed it to any one, something terrible will happen to me. He took me to his house and asked me to pretend about it. 
For the two weeks period I waited for my visa, it was hell for me in the house. He molested me regularly but thankfully my visa came in February 2013”. “When I arrived in Russia, Vivian came to pick me up at the airport and she took me to her place in Moscow. 
The first thing she did was to take my passport away from me. She said the passport now belonged to her.  The third day, at about 9pm, she asked me to dress up. She took me on a road walk during which I met several Nigerian girls prostituting on the street and that was how I was lured into prostitution.
 I started paying the money ($45,000} and once I finished paying, I was deported to Nigeria. Apart from that, I was inflicted with a strange ailment. Life was so unbearable for me so much so that I was put under medication for almost one year.
 The doctors treating me couldn’t handle my case. The doctors said other people with worse health situations had been treated and wondered why my own case was different. 
When I couldn’t bear it, I had to tell my mother about it. It was my mother that used to send me black soap and cream from Nigeria through courier to treat the ailment. At a point, it was my mother that was sending money to me to pay my house rent. 
Life there became difficult so much so that I had to go to Nigerian embassy in Russia for help before I was deported”. Asked if she was aware she was being trafficked for prostitution, Forence said: “I was 17 years old then. My madam lied to me that life was far better over there and that if I didn’t want to stay in Russia, I could travel to another country. 
I made all the  credits I needed at O’ level but there was no money to further my education; so when the opportunity came, I jumped at it. Besides, my mum was owing a huge debt and I wanted to help her because of the embarrassment. 
But what my madam told me was completely different from what I met in Russia. I was molested to point that I took ill. 
I was using gas water because of acute chest pain arising from the torture I received from my madam. Sometimes I will just collapse. I was always on drugs. And the she abandoned me in Russia and came to Nigeria to look for other girls to traffick. I couldn’t cope with life; so I was deported with other girls who were going through the same situation as l. If it is possible, some of our girls in Russia will trek back home because the suffering there is huge, some of them are beggars there. “ I want to advise young girls hoping to be taken abroad to work that all that glitters is not gold. 
Yes, abroad is beautiful, but if you are going to be trafficked by someone, you should cry out. Life there is not what they paint to you. Many girls out there are dead and their parents think they are alive. 
Out of the 300 girls deported in the last one year, about 100 of them are HIV positive. Our girls should learn trades and empower themselves rather than going abroad for prostitution. 
I want to thank Edo State Commissioner of Police because he has fought for me by apprehending my traffickers (madam and her brother). I came in contact with an NGO (Solomon Okoduwa) through one girl called Gift when we were at the NAPTIP detention centre in Lagos. 
Okoduwa has been helping me to settle down and was instrumental to the arrest of my madam and her brother” Corroborating the victim’s story, her other, Madam Josephine Abu, who wept profusely, said, “My daughter was assisted to travel through Endurance our pastor, who is the second in command to the senior pastor of our church. 
The suffering was too much for me to bear. He said since I was indebted to some people and I could not pay, he would help my daughter to travel abroad. He (Endurance) assured me that since my daughter is a hair stylist, she will make money in Russia. 
 For a long time, I didn’t hear from my daughter until she called to say she was seriously ill and could not bear staying in Russia any longer and had to be deported”. The National Coordinator of the Initiative for Youth Awareness on Migration, Immigration, Development and Reintegration (IYAMIDR), Comrade Okoduwa Solomon, who described Florence’s story as very pathetic, narrated how the suspected traffickers were arrested. 
“Information reached us that her madam was in town to recruit young girls to be taken to Russia. So, we contacted the police who swung into action by arresting the said madam and her brother.
 The Commissioner of Police and the NAPTIP acted wonderfully. Apart from this girl, we have other victims and that is why we are trying to reach out to Governor Godwin Obaseki to help us rehabilitate these girls. “They are our children and sisters, so that they can be assisted to be useful to themselves and the society. Parents should also caution their children against illegal migration”.

BREAKING NEWS/CRIME: Ogun College Suspends Lecturer For Impregnating Nursing Student


  • A lecturer with the Ogun State College of Health Technology, Ilese Ijebu, Dr. Seyi Adu, has been indefinitely suspended by the college for allegedly having sex with a nursing student of the school, Mosunmola.


  • PUNCH Metro learned that the suspension was posted on a notice board at the administration block of the college, where the academic community was asked not to have any dealings with him.


  • Our correspondent had reported that Adu and Mosunmola had sex in a hotel sometime in August 2016, which both parties did not deny.

However, while Adu, who is married with two children, accused the 28-year-old of seducing him, Mosunmola said the lecturer coerced her into the relationship as a precondition to passing his course which she failed.

 A human rights lawyer with the state ministry of justice was said to have successfully brokered a deal between the duo, wherein Adu agreed to pay Mosunmola a monthly stipend of N5,000 in addition to N7,000 for her ante-natal registration.

Within two months, the agreement broke down after Mosunmola presented a list of items required for her delivery, which she valued at N50,000.

Adu was said to have refused the payment, saying she wanted to turn him to a cash-cow.

 The 28-year-old lamented that she had been abandoned to her fate, adding that she could not raise money for the baby items.

Mosunmola was later delivered of a baby boy at the General Hospital, Epe.

A source at the college told PUNCH Metro that a notice was posted at the administrative block of the school, announcing Adu’s suspension.

He said, “The notice stated that he had been suspended and nobody should have any dealings with him. Everybody in the school has been talking about the notice.”

The college spokesperson, Ayodele Alaga, confirmed the development.

He said, “It is true. The suspension is indefinite. We have severed the relationship with him. He was an adjunct lecturer. We will await the final outcome of the investigation by the ministry of health.”
